Overview

Empowering States, Enabling Viksit Bharat.

The State Support Mission (SSM) of NITI Aayog is a central sector scheme aimed at strengthening cooperative federalism and supporting States and UTs in achieving the developmental priorities of Viksit Bharat@2047. It facilitates the establishment and strengthening of multidisciplinary State Institutions for Transformation (SITs) and supports evidence-based planning, policy formulation, monitoring and collaboration with Knowledge Institutions.

Components

How SSM delivers impact

Each component of the Mission addresses a distinct aspect of State support. Together, they create an integrated framework that strengthens institutions, promotes collaboration, and enables evidence-based policymaking for better development outcomes.

01 PIUProgramme Implementation Unit Support to States/UTs for establishing a multidisciplinary team of up to nine sectoral experts, including a Team Leader, based on their specific requirements. The PIU works under the supervision of the State Government to support planning, coordination, and implementation of key development initiatives.
02 M & EMonitoring, Evaluation & Data Analytics Unit Support to States/UTs for establishing or strengthening Monitoring & Evaluation (M&E) and Data Analytics Units through the engagement of professionals, surveys, dashboards, state knowledge repositories, and other analytical tools. Promotes evidence-based policymaking, data-driven governance, and effective monitoring of development outcomes.
03 LKILead Knowledge Institution States/UTs are encouraged to partner with a Lead Knowledge Institution (LKI), such as an IIM, IIT, Central or State University, or other institution of excellence, to leverage domain expertise, research capabilities, and policy support for informed decision-making.
04 Knowledge ProductsKnowledge Products NITI Aayog provides a suite of knowledge tools to strengthen planning and governance. These include the NITI for States Portal, a repository of data, policies, and best practices; the Viksit Bharat Strategy Room, a data visualization platform for informed decision-making; and NITI TARA, a portable solution that enables access to knowledge products anytime, anywhere.
05 Capacity BuildingCapacity Building NITI Aayog conducts workshops, training programmes, and knowledge-sharing forums to facilitate cross-learning, peer exchange, and collaboration among SITs, State and Central Government officials, and domain experts.

Digital Knowledge Tools

Tools that bring data to the grassroots

A suite of digital tools developed by NITI Aayog to enable evidence-based planning, data-driven decision-making, and cross-learning among States and UTs.

1.NITI For States: Online Portal

Single-window aiding evidence-based policy and administrative decisions through Best practices, Policy Resources and Data.

2.Viksit Bharat Strategy Room

A dynamic strategy room that brings development data to life through immersive and interactive visualizations. Enabling data-driven planning, monitoring, and policy decisions.

3.NITI TARA

A compact portable, internet-enabled all-in-one device that integrates computing, projection, audio-visual, interactivity to support data-driven meetings at district/block level. The NITI TARA device which brings data led insights to the grassroots will be provided to 800+ aspirational districts and blocks across the country.

Workshops across States

The State Support Mission fosters continuous learning through workshops, policy dialogues, and collaborative engagements that bring together States, SITs, Leading Knowledge Institutions, and domain experts to exchange ideas, share best practices, and strengthen institutional capacity.

Building Partnerships Across States

SSM Workshops4

Regional Workshops under the State Support Mission (SSM) provide a platform for NITI Aayog and SITs of States/UTs to share experiences, showcase best practices, discuss implementation challenges, and promote peer learning on institutional strengthening. Three Regional workshops have been conducted so far and one conclave for Lead Knowledge Institutions.

NITI State Workshop series75

The NITI–State Workshop Series, launched under the State Support Mission (SSM), provides a platform for policy dialogue, knowledge exchange, and collaborative problem-solving between NITI Aayog and States/UTs. Covering key socio-economic and emerging national priorities, the workshops promote cross-learning, evidence-based policy recommendations, and stronger State capacities. As of August 2026, over 79 NITI–State Workshops have been conducted across diverse sectors.

Strengthening State-led Knowledge Partnerships

SIT & LKI workshops28

SITs and LKIs are encouraged to conduct workshops and capacity-building activities through SSM to strengthen the knowledge, skills and institutional capacities of State officials and stakeholders. These activities will promote interdepartmental coordination, stakeholder engagement and knowledge sharing, while enabling participants to develop innovative, responsive and evidence-based approaches to emerging policy challenges.
